What compliance means here

Built around the SCORM model Moodle supports best.

Moodle presents SCORM packages to learners and stores interaction data from those packages. A valid SCORM package includes an imsmanifest.xml file at the package root, with the learning assets and launch resources declared in that manifest.

For accuracy: Moodle's native SCORM support is focused on SCORM 1.2. Moodle's own documentation says native SCORM 2004 support is not fully supported, so Matrix TSL's LMS messaging should describe this as SCORM 1.2-compliant delivery unless a certified SCORM 2004 player is added.
